I'm not a doctor but it sounds like AF -atrial fibrillation. I had the same - pulse is fast and erratic but breathing is normal. Feels weird. Your dad should definitely go see his doctor. It's a common heart condition but it can be serious and needs attention (usually treated with warfarin).

Remember, do not rub the eye. Try to flush remaining object out of the eye. This can be done by using a special apparatus for rinsing eye. If the treatment won't work, consider the removal of the foreign body.
